A former apartment complex near downtown Tulsa that fell into such poor condition that the city declared it a public nuisance is getting a new beginning.

The Tulsa Housing Authority opened on Friday the first two buildings of the Hilltop, a $35 million affordable housing development at 336 E. Independence St.

When complete, the complex will include 106 apartments across six buildings, with 20 units reserved for people exiting homeless shelters. Those residents will also receive supportive services to help them maintain stable housing.

Kent Keith, senior vice president of construction and development for the Tulsa Housing Authority, said the project began three years ago. The remaining four buildings will open in phases as construction continues, with all units expected to be finished by May 2027.

The first two buildings offer a mix of one-, two- and three-bedroom apartments, all with in-unit washers and dryers. The complex also has a gym on site and a lounge area for residents.

For workforce apartments, monthly rents start at $985 for a one-bedroom and go to $1,179 for a two-bedroom and $1,364 for a three-bedroom. Income limits apply, ranging from $39,900 annually for a single person to $66,120 for a six-person household.

Other apartments will offer subsidized rents based on household income.

Monica Pierce, The Hilltop’s property manager, said people transitioning from homeless shelters must apply in person for housing. She also said an on-site social worker will help residents access support services.

The 20 apartments designated for people exiting homelessness are funded through the city’s HOME-ARP program, which also supports services for those residents.

The Hilltop replaces Sunset Plaza Apartments, a privately owned complex that Tulsa Housing Authority acquired and demolished in 2023.

This marks the latest complex to come online in recent months near north Tulsa. In late October, the Cherokee Nation opened a seven-unit complex on North Harvard Avenue. And in September, THA unveiled a 70-unit complex at The Landing at 36N.
