30 years at my current address. I’ve lived in the district for the majority of my life.
Chairman of the Oklahoma Corporation Commission
Small business owner; Chairman of the Oklahoma Corporation Commission; former Majority Floor Leader of the Oklahoma State Senate; appointed member of PHMSA’s GPAC and LPAC; Vice President of the Regional State Committee for the Southwest Power Pool; appointed member of the National Petroleum Council; founding member of the Regulators Roundtable; and Vice Chair of NARUC’s Natural Gas Committee.
Proven conservative results.
I am the only candidate with real conservative accomplishments:
- Cut taxes
- Protected 2nd Amendment rights through Constitutional Carry
- Advanced Voter ID and election integrity
- Defended Oklahoma’s energy economy
- Led major budget and appropriations
I want this job because we need a Congressman who understands the job on day one and can deliver results — because Washington doesn’t need more politicians learning on the job while families are paying more, energy security is at risk, and our economy is under pressure. I’m running because I’ve already spent my career fighting for Oklahoma, cutting taxes, protecting freedoms, defending our energy industry, and taking on tough challenges. I want this job because Oklahoma deserves proven conservative leadership that can step in immediately, fight effectively, and deliver real results for Tulsa and our nation.
Tulsa needs solutions that lower costs, improve safety, expand housing, and keep Tulsa economically competitive. We need: Energy infrastructure & permitting reform; Workforce development & education; Small business growth & economic development.
America First means putting the safety, strength, and security of the United States above all else. It is absolutely in America’s best interest to support our allies when doing so protects American interests, strengthens our national security, and helps prevent our enemies from gaining dangerous advantages. We must always ensure America is protected, our allies remain strong, and hostile regimes or terrorist nations are never allowed to obtain nuclear weapons that threaten our people, our future, or global stability.
The government’s role in healthcare is to help ensure care is affordable, accessible, and focused on better outcomes for the American people. That means supporting innovation, investing in research and development, encouraging medical breakthroughs, and creating policies that expand access while lowering costs. America should lead the world in healthcare innovation, and government should help foster an environment where patients benefit from cutting-edge treatments, stronger public health, and a system that delivers better quality of life for every citizen.
We should eliminate the personal income tax as we know it and move toward a simpler, fairer system — whether that means ending it entirely or replacing it with a flat tax that treats every American equally. Hardworking families, workers, and small business owners should keep more of what they earn instead of navigating a complicated tax code filled with loopholes and burdens. A flat tax offers simplicity, fairness, and transparency while encouraging economic growth, rewarding hard work, and making America more competitive. The goal should be a tax system that is easy to understand, promotes opportunity, and forces government to be more efficient, accountable, and focused on serving the people.
House Committee on Energy and Commerce, Transportation and Infrastructure, Appropriations, and Armed Services.
I believe strong representation starts with staying connected to the people I serve. That means holding regular town halls to keep constituents informed, listening directly to their concerns, and providing transparent updates on the work being done in Washington. It also means continual engagement with community leaders, local businesses, educators, law enforcement, and civic organizations to ensure I remain grounded in the real needs of the district. Effective leadership requires accessibility, accountability, and consistent communication — not just during election season, but every day in office.

I have a high IQ and I’ve been successful at most everything I’ve done throughout my life.
I am driven to help Trump fulfill his agenda.
I’ve always been a patriotic person. I love this country. I wrote a blank check to this country with my life during the draft. I went on to fight crime through the Oklahoma department of corrections. Our country/D.C. is overloaded with corruption. We need more Congress members to help Trump drain the swamp.
1) Corruption. I will work to stop corruption through policies like Term Limits.
2) Town Halls. I will bring back true town halls to CD1. Our people need to be heard. Our government works best when it’s from the ground up.
3) Fiscal Debt. We can’t keep spending money the way we have been. We need fiscal auditing, so we can cut the corrupt fat so to speak.
President Trump is our commander-in-chief. In wartime and peacetime, we need one voice, one commander and chief.
I heard Vice President Vance on the radio today saying there are 180,000 dead people on food stamps. There’s so much corruption in our government programs. I applaud the things Trump has done such as reducing the cost of medications. Considering a lot of different things such as the things I have mentioned, I think the federal government has a very small role in providing healthcare to American CITIZENS.
President Trump wants our tax structure to be simpler. I follow Trump’s lead.
We need strong Republicans in all areas. I want to be on Ethics Committees; Trump wants the insider trading stopped and I will help that happen.
Town Halls! We’ve got to get back to having real TOWN HALLS. Our form of government works best when it’s from the ground up. Right now we have too many ‘Elites’ in Washington D.C. I have a clipboard campaign, in that I carry around a clipboard with a yellow tablet clamped to it. I want to hear what the constituents have to say and I want to write it down. Whether I agree with it or not, if that’s the will of the constituents, it needs to be heard in Washington D.C.

COURTNEY GILL
Republican
A seventh-generation Midwestern, Courtney Gill worked in the aerospace industry and now focuses on bringing companies to Tulsa. Gill believes families are working harder, yet costs keep rising, so she’ll prioritize making things more affordable, increasing health care accessibility and fighting for term limits.

I believe in common sense, fiscal responsibility, and protecting the American Dream for Oklahoma families. I’m committed to transparency, accountability, and challenging the career politicians who have lost touch with the people they represent. I want to bring practical leadership to Washington that puts Oklahoma values first, reduces government waste, and focuses on real solutions that improve people’s lives.
We are all called to serve our communities in different ways. I feel called to protect the American dream for current and future Oklahomans. Given my past experiences, I feel this is the best use of my skills to serve my country, and regain hope for the next generation.
My top three priorities are:
- Balance the budget. We cannot continue to add $1 trillion in debt annually, and pretend that we have a stable financial system. This will crumble if not addressed.
- Campaign finance limits and congressional trading limits. People in power should not be benefitting heinously from their own legislative efforts.
- AI policy that is effective, clear, and future forward. Ensuring future employment and limiting data centers. AI is poised to change the world more than any technology in human history. It is vital to address the consequences of AI for employment, education, and human purpose. Additionally the skyrocketing demands, and costs, of energy infrastructure are being passed on to families, not companies. Our entire future’s will depend on the type of AI policy we create now.
Geopolitics in the Middle East is deeply complex and the history behind it has been thousands of years in the making. The ultimate goal of any U.S. foreign policy is to defend the security, and interests, of the American people. What that looks like will continue to change overtime, but the purpose is always to protect Americans. I will always fight for whatever is necessary to keep American families safe.
We currently have a sick care system, not a healthcare system. People are charged exorbitantly for treatment once they are already sick, and preventative measures are often not covered. Preventative care should be the main focus to avoid extreme illness later.
The federal government could help the most by regulating extortionate pricing by pharmaceutical companies, private healthcare providers, and requiring preventative care to be covered on all policies. Prices should be transparent, clearly posted prior to service, and not manipulated by insurance companies.
I’m passionate about making healthcare more affordable, more transparent, and focused on keeping people healthy in the first place.
Spending is the government’s biggest problem, not revenue. The level of bloat and conspicuous spending within the federal government is outrageous. Sending more money to Washington will not solve any of our problems.
The federal tax structure needs to be simplified, special interests eliminated, and rates broadly reduced. A tax return should take five minutes for the average family, not twenty hours with the help of a specialist.
I would need to consider more in depth at the time of election, but likely Armed Services, Foreign Affairs, and Appropriations Committees.
My number one priority, and ultimate mandate is to represent the people of district one. The local Tulsa office will be the beating heart of my time in office. I am accountable to Oklahomans, and intend to spend as much time as possible here at home in Tulsa.

KELLY B. WALSH

Analytical Chemist
More than a decade of experience working in regulated laboratories across the pharmaceutical, petroleum, and cannabis industries.
I’m a non-MAGA Republican focused on affordability, accountability, and protecting individual rights. I’m also the only candidate in this race with direct experience in Oklahoma’s medical marijuana industry and scientific regulation.
I believe government should be transparent, fiscally responsible, and focused on improving the lives of everyday Americans instead of fueling division and partisan outrage.
My background as an analytical chemist taught me to solve problems using evidence, data, and common sense — not political talking points.
I decided to run because too many politicians are disconnected from the realities facing working Americans. Rising costs, political division, and government dysfunction are hurting families and small businesses across Oklahoma.
I want to bring a practical, science-based, and independent perspective to Congress that focuses on real issues instead of constant political theater.
1. Cost of living and inflation
Families in Oklahoma are being squeezed by higher prices for groceries, gas, housing, healthcare, and everyday goods. In Congress, I would focus on policies that deliver immediate savings to working families.
First, I support ending the war with Iran and restoring Congress’s constitutional role over war powers. Open-ended foreign conflicts drive up fuel prices, increase uncertainty, and add to federal spending.
Second, I support repealing tariffs that have not resulted in real American jobs or onshoring. Tariffs are ultimately a tax paid by consumers. They may make sense in limited cases where they protect critical American industries, but they should not be used on products we cannot realistically produce here, like coffee, cocoa, and bananas. No tariff is going to move banana farms to Oklahoma. If it only raises grocery prices, it should be repealed.
I also support lowering prescription drug costs, reducing wasteful federal spending, increasing price transparency, and encouraging domestic energy production where it can lower costs for consumers.
2. Government accountability and transparency
Americans have lost trust in government because too many decisions are made behind closed doors or influenced by powerful special interests. The Epstein Files Transparency Act is a law that is being ignored by the DOJ and FBI. I support stronger oversight of federal agencies, transparency in federal spending, and anti-corruption reforms that make it easier for voters to see who benefits from government policy.
Congress should work for taxpayers, not lobbyists, defense contractors, or politically connected corporations.
3. Protecting constitutional rights and small businesses
I support defending civil liberties, protecting lawful businesses, and reducing unnecessary federal interference in state-regulated industries like Oklahoma’s medical marijuana program.
Small businesses and patients should not be treated like criminals because Washington refuses to update outdated federal laws. I will support policies that respect state decisions, protect constitutional rights, and allow responsible Oklahoma businesses to operate without constant fear of federal overreach.
The United States should prioritize stability, diplomacy, and protecting American interests while avoiding unnecessary long-term military conflicts. Congress should exercise strong oversight over military engagements, and any use of force should have clearly defined objectives and accountability to the American people.
The federal government should help ensure Americans have access to affordable healthcare while encouraging competition, transparency, and innovation. One area where Congress can provide immediate savings is prescription drug pricing. For years, Medicare was largely blocked from directly negotiating drug prices, even though it is one of the largest healthcare purchasers in the country. Recent reforms finally created a limited negotiation process for some high-cost drugs, but Congress should build on that work, expand transparency, and make sure savings reach seniors and taxpayers.
I support reducing prescription drug costs, increasing price transparency, encouraging competition from generics and biosimilars, and improving healthcare access in underserved communities. Americans should not have to choose between paying for medication, groceries, or rent.
The tax system is overly complicated and often favors large corporations and well-connected interests over working Americans and small businesses. I support simplifying the tax code, reducing wasteful spending, and creating a fairer system that rewards work, entrepreneurship, and economic growth.
I would be interested in committees related to energy, science and technology, healthcare, agriculture, and government oversight, where my scientific and regulatory background could be most useful.
I plan to maintain an active presence throughout the district through regular town halls, community events, and direct communication with constituents. I also believe elected officials should be accessible and transparent about their votes, priorities, and decision-making process.

Todd Woods
Republican
Todd Woods is a businessman, rancher and “no-nonsense political outsider” who has worked hard for a living. He plans to protect America’s farmers and ranchers, prioritize the needs of families and represent “people, not political parties.”

6 years
Roofing Contractor / Farmer
I’m a 39-year entrepreneur who’s spent my life building businesses and creating jobs. I started my first company at 21, built it, and eventually sold it. After that, I spent about 15 years in the railroad maintenance industry, working hard and learning what it takes to keep critical infrastructure running. I later started a disaster recovery company, and over the past 26 years, we’ve worked on 26 major hurricanes. During Katrina, I had over 3,100 men working with me on the ground helping communities recover. On the personal side, I bought my first piece of land at 27 and started with one cow. Over time, I’ve built that into an 800-acre ranch running about 150 head of cattle. I’ve built everything I have from the ground up. I understand risk, hard work, making payroll, and what it means to stick with something through good times and bad.
My passion for the issues, I’m authentic, original, and will fight for ALL Oklahomans no matter what. I won’t sell you out for 30 pieces of silver. I’m the guy who you want in the fox hole with you, or the guy who you call at 2 a.m. and say I need help and I don’t ask why I just show up and say lets go.
To serve my fellow Oklahoma’s. I do not have an agenda to line my pockets with. I want to be the first of 435 to lead the charge to replace all and change the direction of our county. Congress has a 16% approval rating.
Division is a big one. Sitting down and start listening to people again.
Health care. We need to really sit down and try to figure out why costs are high, one is fraud, waste and abuse.
Bring in new industry. We have to start bringing jobs to Oklahoma so many companies have left big blue states and went to TX, TN, FL. Oklahoma is in the center of the U.S. The cross roads and yet it’s not being used.
Well the Abraham accords should be a big reason why our role in the Middle East. We would not be in place without Trump’s leadership. If we keep the discussion open and the Middle Eastern countries will become an amazing place, the peace will breed stability and create new generations of people who have different views of the west.
Well I truly think the Heath care is a complete mess. It’s to the point where regular people cannot afford to buy quality health care. I don’t know what the solution is but I am sure we can sit down and reasonable adults and find a way to cover our people with insurance . The Native Americans have a covered health care maybe we sit down with them and discuss what works and what does not.
Horrible, it stinks, We pay taxes on everything, I truly think we can sit down and come up and a FLAT tax for all Americans. Every single person pays the same exact thing with no loop holes or write offs. Get rid of the IRS.
Department of Agriculture, Natural Resources.
Absolutely. This is the biggest problem career politicians don’t do town halls. Career politicians don’t go door to door. Career politicians don’t talk to the other side to see what they have issues with. Career politicians just figure out what they do best to fleece us.
Fifth Generation Oklahoman, spent 45 years in 1st Congressional District
Insurance Agency Owner
Teacher for 16 years, Coach for 27 years, TPS School Board member 6 years, business owner for approaching 8 years.
You cannot keep doing the same thing and expect different results. Unlike the other candidates, I have a proven track record on the school board of actually producing positive results. The work we did on the school board increased TPS scores at every grade level, while the rest of the state actually went down, along with taking half the schools off the failing list. I am going to work for Oklahomans, regardless of political affiliation. I will work to make your life better.
I want this job because I believe Oklahomans in the first congressional district deserve someone who is going to work on their behalf. I know so many amazing people in this district who feel their representative goes to Washington to get rich and does not work to help everyday, hardworking Oklahomans. We deserve better, and I believe, as a former teacher and a current school board member, my focus is always on improving outcomes and putting service above self.
Affordability, education, and stopping the chaos are our biggest concerns in CD-1. I have spoken with many constituents over the last year and a half of running this campaign. I do this to ensure I have a full, comprehensive understanding of what real people are concerned about. That is how I have built my campaign platform. This is not about buzzwords or hot topics. Most folks agree, regardless of party affiliation, that these are our biggest issues right now. If we can truly focus on affordability, education, and stopping the chaos and corruption in DC, instead of focusing on culture wars, we can accomplish real, positive change.
I believe the U.S. should be leading the charge for democracy, peace, and helping those in need around the world, including the Middle East, with the help of our allies. However, the U.S. has become too entrenched in the actions of the Middle East, so far as creating chaos, fear, and hurting the global economy. Trump ran on “no more wars” and “America First.” However, his actions tell a different story. We must end foreign entanglements in the Middle East and no longer allow our tax dollars to go to other countries to bomb civilians. We should be putting American constituents first and investing in our own communities, creating a better life at home, not destroying others across the globe.
The responsibility of the federal government is to take care of its citizens by ensuring that states are meeting their minimum care requirements, one being healthcare. I believe healthcare is a human right. As one of the few countries with advanced economies, we are spending more money on healthcare and getting worse outcomes. I am going to primarily work to repeal the big beautiful bill, and next work on strengthening accessibility to healthcare for all Americans, regardless of party, gender, sexuality, income, or race. No one deserves to die in the greatest country in the world because they could not afford healthcare.
I feel the tax system in the U.S. is set up to allow billionaires and large corporations to not pay their fair share of taxes. The U.S. has seen a historic wealth gap that stems from the 2018 Trump tax cuts for the wealthy. We need to change the tax system that allows loopholes that make it so that teachers and nurses pay more taxes than our largest corporations. Repealing the Big Bill and having corporations and billionaires pay their fair share of taxes will allow the US to ensure investment in housing, childcare, healthcare, food assistance, and education to help uplift those who are struggling the most. Rising tides lift all ships.
I will seek to be on the education and ways and means committees.
I have already had 100’s of public meetings, forums, and town halls. I will continue to have public opportunities for constituents to ask questions and raise concerns. I will also work with my staff to ensure timely and professional answers to constituent concerns, as well as to take accountability for my votes. I plan to visit every part of CD 1 regularly with free public meetings to make sure everyone has access to their representative.
